ACS Methodology v3.4 — a 22-question weighted rubric covering seven liability layers (L1 Responsible Charge · L2 AI Governance · L3 Code Edition · L4 BIM & ISO 19650 · L5 Cybersecurity · L6 Safety · L7 Transparency).

ACS formula: (Σ effective_score × weight) / (Σ weight × 5) × 10. Four safeguards apply: S1 evidence cap, S2 critical clause floor, S3 sparse-evidence cap at 6.0, S4 Q21 bonus. Hard filters HF1–HF5 may render a tool FitScore-ineligible regardless of ACS score.
